Starburst Effect

Step by step learn how to create a shiny starburst effect in Photoshop.

Step 1: Create a new document with black background.

Step 2: Press 'D' to set your foreground and background color to Black and White.
Select the gradient tool from the tool bar and then select Linear Gradient, place the cursor at the bottom of the canvas, click and drag it to the top of the canvas.
Now your canvas has a black and white gradient fill.

Step 3: Go to Filter> Distort> Wave and use the following setting:

Step 4: Now go to Filter> Distort> Polar Coordinates and check the 'Rectangular to Polar' option.

Step 5: Go to Filter> Render> Lighting Effects and set the Light type to 'Omni' let the other settings be default.

Step 6: Apply colors on your effect, go to Image> Adjustments> Hue/Saturation or press Ctrl+U.

Final Effect!

the only thing about that technique is that the starburst always looks jagged around 12 oclock where the right side of the document meets the left side. i recommend taking a piece from either the very right or left side of the document, once you've completed step three, and dragging it over to the opposite side of the document. it will transition much better.

oh one more note, when you drag the selection over, make sure you flip it horizontally or else it will still look jagged
